BISP Digital Wallets Introduced to Make Women's Payments More Secure

The Benazir Income Support Programme (BISP) has introduced a digital wallet system aimed at making financial assistance to women beneficiaries more secure, transparent and convenient.

According to a report published by The Nation on August 25, 2026, 90% of BISP beneficiaries already have digital wallet accounts opened under the new payment system. BISP Chairperson Senator Rubina Khalid shared the development during a visit to the programme's Central Zonal Office in Lahore.

The new system is designed to give beneficiaries greater control over their payments while reducing reliance on traditional cash-disbursement methods.

How the New BISP Digital Wallet System Works

Under the new payment mechanism, BISP financial assistance is transferred directly into a beneficiary's digital wallet.

Once the funds are deposited, the beneficiary receives an SMS notification containing payment details. The money does not have to be withdrawn immediately and can remain stored in the wallet until the beneficiary decides to access it.

This gives women more flexibility over when and where they collect their funds.

The system also includes an interoperability facility that allows beneficiaries to withdraw money from any authorised agent of a participating partner bank across Pakistan.

Six Partner Banks Will Provide Payment Services

BISP says six partner banks will provide payment services under the new digital payment system.

The interoperability feature is intended to make withdrawals easier because beneficiaries are not restricted to a single location or payment point.

Instead, eligible women can use an authorised agent of a participating bank according to their convenience.

This could be particularly useful for beneficiaries who previously had to travel to specific payment centres to collect their financial assistance.

Free SIM and Digital Wallet Activation

BISP staff will activate the digital wallets on SIMs provided to beneficiaries.

Importantly, the SIM and wallet activation process is completely free, according to BISP Chairperson Rubina Khalid. Beneficiaries should not pay an agent or another individual for the SIM or wallet activation.

The programme has therefore linked the digital wallet system with a dedicated mobile-based payment mechanism.

How Can Women Withdraw BISP Payments?

Once money has been transferred into the digital wallet, beneficiaries can withdraw the funds from an authorised agent of a participating partner bank.

The beneficiary needs to:

  1. Present her original CNIC.
  2. Provide her registered mobile number.
  3. Complete the required verification process.
  4. Collect the amount from an authorised payment agent.

The funds can remain in the wallet if the beneficiary does not want to withdraw them immediately.

Rs. 280 Service Charge for Cash Withdrawals

While the digital wallet and SIM activation are free, BISP has fixed a Rs. 280 service charge for cash withdrawals.

Beneficiaries should therefore be aware of the official withdrawal charge and remain cautious if an agent demands additional money.

BISP has also advised beneficiaries not to hand over their mobile phones or SIM cards to payment agents.

BISP Warns Beneficiaries About Fraud

The introduction of digital wallets also makes account and personal-data security increasingly important.

BISP Chairperson Rubina Khalid advised women to protect their personal information and not hand over their mobile phones or SIMs to agents.

Beneficiaries should also be cautious about anyone claiming they can activate a wallet, provide a SIM or release a payment in exchange for money.

The safest approach is to use official BISP channels and authorised payment agents.

Why BISP Is Moving Toward Digital Payments

The digital wallet system is intended to improve several aspects of BISP's payment process.

Greater Transparency

Direct digital transfers can make it easier to track when funds are sent and received.

Better Security

Keeping money inside a digital wallet can reduce the need for beneficiaries to carry cash over long distances.

More Convenience

Beneficiaries can withdraw their funds through authorised partner-bank agents instead of relying on a single payment location.

More Control for Women

Because the money remains in the beneficiary's wallet until withdrawal, women have greater flexibility over when they access their funds.

The overall objective is to make social-protection payments more transparent and convenient.

90% of Beneficiaries Already Have Digital Wallets

One of the most significant figures announced by BISP is the reported 90% wallet activation/opening rate among beneficiaries.

This indicates that the programme has already made substantial progress in moving its payment infrastructure toward digital wallets.

The remaining challenge will be ensuring that all eligible beneficiaries understand how the system works and can safely access their accounts.

What Beneficiaries Should Remember

Women receiving BISP assistance should keep the following points in mind:

  • The SIM is free.
  • Digital wallet activation is free.
  • Do not pay anyone for wallet activation.
  • Keep your registered mobile number secure.
  • Do not hand your phone or SIM to an agent.
  • Withdraw money only through authorised payment agents.
  • The official cash-withdrawal service charge is Rs. 280.
  • Keep your CNIC available for verification.
  • Protect SMS notifications and personal account information.

These precautions can help beneficiaries avoid fraud and unauthorised access to their payments.

What the BISP Digital Wallet Means for Women

The move toward digital wallets represents a significant change in how social-protection payments are delivered in Pakistan.

Instead of receiving assistance through a conventional cash-disbursement process, beneficiaries can now receive money directly into a digital wallet and choose when to withdraw it.

With 90% of beneficiaries reportedly already having wallets opened, BISP's next priority will be ensuring that the system remains accessible, reliable and secure for women across the country.

The success of the programme will ultimately depend not only on digital infrastructure but also on beneficiary awareness, effective customer support and strong protection against fraud.
